PPG update on Planning Obligations

The Planning Obligations section of the Planning Practice Guidance was updated on Friday 15th March 2019.

 

The previous version of the PPG specifically excluded infrastructure contributions being secured on developments of 10-units or less (i.e. in line with the Written Ministerial Statement published 28 November 2014).

 

However the PPG is now silent as to any threshold below which contributions may not be sought - simply stating that "where tariff style charges are sought or where obligations are pooled, local authorities must ensure that these meet the 3 tests".

 

The NPPF also contains no threshold for infrastructure contributions.

 

​​​​​​​Does anyone know if the WMS still represents Governments views on the matter? Or have I missed something?
