holiday letting a caravan in garden?

Hello everyone, wondering If you are able to help me please? I am hoping to buy a static caravan and put it in my garden to enable family/friends to stay in when visiting. But the rest of the time I would like to use it as a holiday let. It will be using water/electric from our house mains and be plumbed into our septic tank. Will it need planning permission,  change of use & a certificate of lawfulness at all or all of them? Can I purchase it and have it prior to putting in planning application if needed? Also is there a maximum size you shouldn't go over and does it need to be two metres from the boundary? I have no neighbour's next to me as surrounded by farm land. I also do not wish it to have a separate post. Would it be liable for council tax if a holiday let does anybody know? Thank you
