Climate Change Emergency - Planning Policies

There are many recent examples of Council’s declaring there to be a Climate Change Emergency, with associated promises for action. 

My question relates to the impact on a Council’s Local Plan. I understand that Section 43 of the Deregulation Act 2015 amended the Planning and Energy Act (2008) and took away the ability for Council’s to write into their Local Plans requirements that development in their area meet higher standards of energy efficiency than are required by building regulations. 

Is anyone aware of any subsequent changes? At present, I assume the timeframe for increasing the requirements on new building development in terms of energy efficiency or carbon performance can only be set by national Government.
