Tree just outside development site

I am working on a proposal of a new end terrace which has a large maple tree very close to the boundary and the proposed building, i.e 2m from tree centre. The tree canopy is already overhanging into the owner's land to quite some extend. As it is for a terrace, the site area is already small and to keep in the building line, the tree is surely too close to any building it could be build. Unfortunately the tree is owned by the local council and looks like a healthy tree. Will there be anyway to cut down the tree or work around it to get planning permission?
