Paper Applications

I have been tasked by our principal technical officer to research how other planning authorities deal with applications that are submitted on paper. Since the changes to the planning portal, we have had an increase in submissions direct to ourselves via email, post or reception. The scanner that is used to digitise these applications (A3+) is on its last legs and there is no corporate plan to replace it, with a move to become paperless.

My questions are:

Do you accept paper plans sized over A3?

If no, how has these been received by applicants? In particular, regular agents?

How do you make them aware you don't accept them? Eg website banner, email signature?

Roughly what percentage of applications do you receive hard copies of?

Thank you so much in advance for your help.
