CIL and neighbourhood proportion. Possibility of 25% to all parish councils - Public forum - Planning Advisory Service (PAS)

With the upcoming changes in regulations and moving to Infrastructure planning statements, we are considering whether legally, we can give over 25% of CIL receipts over to all parishes and for the parishes to report this through the annual infrastructure statements. I would be interested to know whether anyone has any views on the legalities of this.
