Emerging Housing Need Figures - when can these start to be used?

Hi,

I'm not sure whether this post is in the right part of the forum but hopefully someone can answer my question.

Where your existing Local Plan is over 5 years old, at what point can you start using an emerging housing need/SHMA figure (rather than the governments standard need figure which is much lower) when calculating your 5 year land supply? After one round of public consultation, only after examination or earlier?

I know the standard need figure is not a ceiling but having a 5 year supply against the lower standard figure could be used as an argument by objectors to resist development.

Thanks, Leanne
