Procuring an examiner

I'm interested to know what approach other local authorities are taking to the procurement of an independent examiner for NDPs.

NPIERS provides a useful referral service that purports to refer candidates that meet the legal requirements.  But all candidates are signed up to a flat fee, so there is no differentiation on price. I'm trying to work out how that would sit within LA procurement rules (assuming the cost goes over £5000).  What processes are others following to select an examiner?

Also has anyone prepared a standard specification for an independent examiner that they would be willing to share with others?!
