When is an annex incidental to the enjoyment of a dwellinghouse.

Looking for some interpretations of what 'incidental' means in the context of a HouseHolder application.  eg  if the the annex is free standing and provides more accomodation than the parent house, but has no kitchen, is it still 'incidental'?
