working mens club - change of use from car park to children's play area

Some years ago we had a change of use from a car park for a public house to a childrens's play area both ancillary to the pub. When we investigated case law it appeared to state that as long as the uses were ancillary to the pub the uses were interchangable within the planning unit of the pub. Therefore a change of use was not required only consent for an engineering operation. Can any one advise whether the same goes for working mens clubs?

Generally speaking, provided there are no conditions on any planning permissions otherwise preventing it, planning permission would not be needed for you to turn the ancillary car park into an ancillary childrens' play area.  It is important that the use of that part of the land remains ancillary to the working mens' club.  I would advise checking the planning history, as there may be conditions protecting car parking facilities, etc. and seeking informal advice from the local planning authority first.
