Local Housing Need and under delivery

Planning Practice Guidance states that "Where the standard method for assessing local housing need is used as the starting point in forming the planned requirement for housing, Step 2 of the standard method factors in past under-delivery as part of the affordability ratio, so there is no requirement to specifically address under-delivery separately when establishing the minimum annual local housing need figure" (Paragraph: 031 Reference ID: 68-031-20190722). 

As I understand it, once the standard method has been applied, a local authority does not need to include an allowance for under delivery. My query is as follows:

If the standard method with 2019 as the baseline sets out a housing need of 600 units per annum (taking account of pre-standard method under delivery) but then only 400 units are delivered, what happens to this shortfall of 200 units when calculating housing need with 2020 as the baseline? Should this be added in when producing a housing trajectory for the following year?

Any thoughts would be greatly appreciated.
