Can Neighbourhood CIL & Section 106 be spent on the same infrastructure?

I am trying to find out whether the proportion of CIL passed to a local/neighbourhood council can be pooled with funds secured via a section 106 agreement for the same piece of infrastructure?

In this scenario the infrastructure is not on the LPA's reg 123 list.

I think the answer to the question is yes, based on Paragraph: 079 Reference ID: 25-079-20140612 of the NPPG and the reg. 11 of the 2013 CIL Regs but confirmation would be gratefully received!

To answer my own question and having spoken to one of our solicitors the answer appears to be yes.
