I'm sure everyone has already put 2+2 together, but just to be on the safe side I'll say it here: the proposal in the HWP to increase fees by 20% will (almost certainly) not happen in July. 

The LGA issued a statement to financial officers in April that said

 

“Planning fee increase

The Government’s Housing White Paper included a commitment to allow local authorities to increase planning fees by 20 per cent from July 2017. To implement this, the necessary changes to existing secondary legislation have to be passed by Parliament.  It is possible that this legislation will not be passed before the general election. It will then be up to the next Government and the next Parliament to decide on implementation of this measure.

 

Our assessment of parliamentary time required for the procedure suggests that the planning fee change may not be implemented in time for July 2017, with autumn a more likely timescale.”

I hope that your budget was not altered at the last moment to reflect higher incomes.
