Extensions to existing annexes

I have had a few applications that propose to extend an existing annex or ancillary accommodation.

The regs are clear in that a person can apply for exemption for a CIL liable residential extension, however it defines a residential extension as an enlargement to the main dwelling.

Therefore I am unsure whether exemption/relief can be claimed for an extension to an annex/ancillary accommodation as I don't believe it would be considered as the main dwelling.

I am also therefore unsure whether these types of extensions which are under 100 sqm are exempt under the minor development exemption, or whether this wouldnt apply because it is extending an annex.

I'd be grateful for some clarification on this matter if anyone has considered the same issue.
