Private Refuse Collections - Public forum - Planning Advisory Service (PAS)

Does anyone have any experience of private refuse provisions in lieu of arrangements by the waste collection authority? We currently have a scheme where the developer is proposing private arrangements to address concerns by the waste collection authority regarding drag distances, access gradient and inadequate on-site turning facilities and would be grateful for any insights.
