Is the Decision Notice the limit of the council's requirements?

When I bought my self build plot, it had outline permission, and my solicitor and I went through the attached conditions, albeit briefly. I was pleased to note that one of them was less onerous than it was when it appeared in an earlier approval.

Now I've applied for approval of reserved matters I am being asked to fulfill a costly requirement I didn't expect, as it wasn't mentioned in the conditions attached to the current approval, and goes beyond even that in the earlier approval.

I've found the the Officer's Report and a consultation document on the planning portal, and these both mention the unexpected requirement. The Officer's Report presents it as if it is intended as an 'Informative', to be attached to the final Decision Notice. However, for whatever reason, it didn't make it onto the notice in any form. The condition to which it relates is consequently simple and undemanding.

I'm wondering if the council can insist on this, or if the requirement is unenforceable
