Can Manual for Streets be used for a new entrance onto 'A' priority road

Can Manual for Streets (MfS) be applied to a major busy and acknowledge fast 'A' road. (2nd busiest in LA area) to determine the visibility site lines for a new entrance from/onto that priority road at a road bend with solid and dashed centre lines.

The question relates to visibility site lines for a (less than10) requested housing development; i.e MfS allows 59m at 2.4m setback if average speed is 37mph or less or if MfS cannot apply 120m x 2.4m

The LA describe this 2nd busiest 30mph road in the area, as "A key priority road which connects the 1st busiest priority road with another priority 'A' road outside of the area".

It is further described by both the LA & Highways Authority as a known & fast, busy road with additional concerns about high pedestrian numbers. It is a village junior school well used walking route (pavement) to the local town school.

If any one can assist and wishes to see the proposals I can supply via private message.
