Exceptional Circumstances for removing Green Belt designation from village

Hi, I was wondering if anyone could assist me. I've seen very many examples of authorities removing the wash off a Green Belt settlement through the Local Plan process as part of a wider programme of Green Belt release (for example where EC's exist to warrant an alteration to GB boundaries by virtue of needs vs Green Belt harm etc). But is anyone aware of any cases where an Authority has proposed to remove a green belt designation from a village through the Local Plan process where the only notable reason to do so is that it is no longer NPPF compliant (e.g. the village does not contribute towards the openness of the Green Belt)? Can this amount to Exceptional Circumstances in itself?
