The background is....

10 bed HMO. Planning status is C4.

client wants to develop the house into 10 x 2bed flats. C3. 25% increase in footprint.

Class I implies that change from C4 to multiply C3 is permited development. Is this true and are there any cases or appeal in favour of this please.

I have put in for outline planning.

Any advice welcomed. Thanks.
