CIL barn conversion - additional floor

I am the CIL Monitoring Officer in a rural borough and we have received many enquiries regarding adding an extra floor to a barn conversion and whether this would be liable for CIL. The barn has been in lawful use as such in the last 3 years and is deductible floor space.

Am I correct in thinking that you would deduct the new floor space (both floors) from the original floor space of the barn and the developer would be liable for the difference (this exceeds 100sq m and this isn't self-build)?

Also, I have been asked about 'what is development?' It has been suggested that floor space within a barn conversion isn't developable space until windows are included within the planning application... however, this doesn't make too much sense to me as the CIL is charged on additional floorspace - can there be varying definitions of 'developmpent'?
