Anyone _not_ using UPRNs to identify properties?

I've been asked a slightly confusing question about the "VFM" of using UPRNs, and whether I knew anyone who had recently moved to them.

I'd thought that everyone already used them, and had done for years. Have I just led a sheltered life? Anyone a recent convert?
