Planning Obligations standard charges & CIL regs - Public forum - Planning Advisory Service (PAS)

I have heard an opinion recently that the April 2010 CIL regs Paragraph 122 has already consigned any current standard charges to the dustbin, since standard charges are by definition not 'not directly related' to the development. My reading is that the CIL Regs do not nullify standard charges and reg 122 is broadly compatible with paragraph B35 of Circular 05/05 which states that standard charges must in any case not be applied in blanket form. Does anyone know of any appeal decisions on this? Any views? What about the CIL regs due to be adopted next month?
