Borrowing against future CIL receipts

I have seen and heard conflicting advice on whether local authorities can borrow (prudential borrowing/public works loan) against CIL future receipts, to deliver infrastructure. I would be most grateful for advice. Also if you can borrow, is it ok to use CIL income to pay off interest?

Jane, I'm pretty sure the relevant Reg where this is detailed has not been 'enacted' by HM Treasury yet and may not be for quite a while. DCLG can confirm but I think its only certain London boroughs who can borrow against future CIL for a Northern Line extension
