Defining Neighbourhoods in non-parished authorities - Public forum - Planning Advisory Service (PAS)

We are a mainly urban authority with no town or parish councils. We are slowly progressing a CIL charging schedule and are looking at different options for defining our neighbourhoods for the purposes of spending a proportion within them (once regs are in place and once we have an adopted Charging Schedule). Possibilities are using existing Wards (14), grouping Wards, or using each of our two towns. We are not anticipating any immediate demand from the Community to progress Neighbourhood Forums etc. It would be really helpful to hear how anyone else has approached this - thanks.
