Definition of Infrastructure / items not defined as infrastructure

Section 216 of the Planning Act defines infrastructure as: (a)roads and other transport facilities, (b)flood defences, (c)schools and other educational facilities, (d)medical facilities, (e)sporting and recreational facilities, and (f)open spaces. It omits 'waste facilities'. Therefore: 1. Are waste facilities or any other such omitted infrastructure items, e.g. energy facilities, not impacted by the CIL regs i.e. regs 122 & 123 and the pooling of S106 implications etc? and or 2. Is there anywhere in any of the subsequent acts any reference that widens the definition of 'infrastructure'? and or 3. By setting out a Reg123 list of infrastructure by implication does this widen the definition at local level? Any views would be appreciated. Many thanks Dan
