"Proposed changes could save self-builders thousands of pounds by ensuring they are exempt from paying a levy charge that must be paid for all new buildings over a certain size. I'm all for it, subject to vetting to block fake applicants. No doubt this has been triggered at least in part by Rutland's recent scampish behaviour - they have been charging self-builders ridiculous S106 contributions. http://www.selfbuildportal.org.uk/latest-news/114-rutland-self-builders-challenge-council-on-section-106-charges The Rutland councillors don't seem to comprehend that not everything in this world is scalable. A fee spread across many homes being built by a highly skilled developer who can gain economies of scale cannot be fairly scaled down linearly to apply to a single self-build. Rutland's behaviour does nothing to enhance respect for the planning system, elected councillors or planning officers..
