Parish Contribution - what does the £100 Cap mean.

Regulation 59A (7) in discussing the CIL contribution

(7) The total amount of CIL receipts passed to a local council in accordance with paragraph (5) or (6) shall not exceed an amount equal to £100 per dwelling in the area of the local council multiplied by A I in each financial year.

Does this mean
i) a maximum of £100 for each existing dwelling in the parish or
ii) does it mean £100 for each new dwelling completed within the year.

My reading is the former - so a small parish of 200 dwellings would have its CIL allowance capped at £20,000 per annum - and a large town Council serving a parish of 15,000 dwellings where a lot of development was taking place could receive up to £1.5m .

If it is the latter, if five houses were completed in the first parish within a year, the contribution would be capped at £500 and if 200 houses were completed in the second parish, they would recieve £20K. Not much of an insentive.
