Serving S215 Notice on land where there are protected wildlife

We have a potential development site within our district which over the past few years has become very overgrown and is now causing problems to neighbouring residential properties. We are minded to serve a S215 Notice to get the owners to tidy the site up. However we have been passed information from Essex Wildlife Trust that the site is now being used by badgers and there is a possibility there is an sett within the site. Could one of the steps to be taken in the Notice, request an ecological survey be conducted ? or should the council arrange the survey before serving the Notice. Has anyone come across this situation before? your thoughts and any examples would be greatly appreciated.
