Does 'accessway' have to be vehicular?

Hello all. I am currently investigating a case where the land owner has created an accessway from a trunk road onto his land by removing some trees, removing a section of fence, scarping back existing soil and laying a chalk hardstanding. However, he has also blocked this access with 3 large boulders so that it cannot be used by vehicles. Nowhere in the TCPA does it state that an accessway needs to be accessible to vehicles....any thoughts? Thanks

Maybe the boulders will disappear after 4 years!
