Outbuilding definition

I have an enquiry about planning on a double garage that was once in the grounds of a large house. The garage was sold by the housing authority that owned the large house. It is now a seperate freehold plot. The plot is 28 X 20 feet and the garage is 20 X 16 feet. The applicant wishes to enlarge the garage. Firstly, is it an outbuilding? Secondly does PD apply to a garage that is on its own freehold plot rather than part of a house? Thanks, Charles

When within the curtilage of the house it would have been an outbuilding and enjoyed pd rights. Now that it is separate from the dwellinghouse, it is no longer an outbuilding and no longer has pd rights, as it is no longer within the curtilage of a dwellinghouse. Alan
