Car wash

What are members thoughts concerning car washes done by hand in a supermarket car park? Do they need permission, and if so is there a level at which this activity could be considered 'de minimus'?

We dealt with one of these here in Newham. They also had a storage container that they placed on site to use as an office and to store their equipment. There was a concern from our enviornmental health team about how waste water was managed and they advised that they would like to see receptors installed to deal with any contaminants. We made them remove the container but allowed the use to continue on the basis that we considered that car washing via small trolleys was ancillary to the primary use for a car park. There were around 5 people washing in this situation. Due to the small nature of the use it was considered that PP was not required.

Actually thinking about it, it may be very simple , are there any restrictive conditions on the planning permission which you might be able to invoke ?
