PD Query on Rear Extensions

A query raised relates to whether or not a rear extension projecting 3m on a semi-detached property from the original rear wall would require consent, when there is already an extension on the same elevation, constructed prior to the changes in PD rights which projects 4m. As the two extensions will link externally, it could be viewed that the proposal is not PD as one should look at the whole development which is not original; and that due to it's size (exceeding 4m in length from the original rear) would not constitute PD. This judgement has been made on the basis of the technical guidance (August 2010) giving examples where existing extensions should be considered where there is a link. The alternative argument is that whilst the technical guidance provided does suggest in some instances that other extensions should be included in one's consideration (i.e. in relation to extensions which wrap around the side and rear), it does not specifically mention this in relation to all development. Would it be logical and consistent to assume assessing all extensions as a whole development when a proposed extension adjoins an existing addition applies across the board, or only in instances where the technical guidance specifically says so?
