Planning inspectorate changing the goal posts ! Has anyone seen an increase in the appeals that they handle changing from written reps to inquiry at the last very minute prior to the inspectors visit ? I have a few cases and colleagues others that have been on-going for many months and just a week before the inspectors visit – PINS change it to a full blown inquiry. I know that PINS reserve the right to change the type of way it is dealt with, but leaving them till such a late stage is a waste of LPA’s time and duplication of work. It seems to me that a new trend from PINS of trying to deal with everything by written reps only to leave it till the very end when someone actually reads the file and say that it is the incorrect route to deal with such issues.
