Security bars on a dwellinghouse

A quick question to all you learned folk: Do security bars/grills over the windows of a dwellinghouse require planning permission? Ie. do they fall within Class A / Pt 1/Schedule 2 of the GPDO? My reading is that they don't really create volume and can't therefore be said to be an 'enlargement', but can be considered an 'improvement or other alteration', and would therefore indeed be allowed by Class A, except perhaps for the condition on matching materials (A.3.(a)). This is something that must surely come up quite often, but I'm having trouble finding any relevant appeal decisions.
