Amenity impact of development
My Members frequently have concerns about further development having an impact on the amenity of an area in the sense of increased activity, traffic etc rather than more specific impact such as loss of light to a neighbour, highway safety etc. Has anyone experienced an argument of this sort to resist further development.

So long as there is capacity to mitigate the impacts to a level which is acceptable in planning terms it would be hard to resist further development. It is only where 'unacceptable impacts in planning terms' can be demonstrated to exist and no mitigation is either forthcoming or possible that the development is likley to be refused in planning terms. You have to remember that development has positive as well as negative impacts which need to be weighed up in the round. Increased activity, for example, can be both a disturbance to some and a godsend for others (businesses). If a development generated an unacceptable highway safety impact one would like to think it would be refused unless it can mitigate it to the satisfaction of the authorities.
