Can a Neighbourhood Plan straddle two Local Authorities?

Where, for example, a small town lies across two parishes which happen to fall into two separate LPAs, can the two parishes cooperate on a Neighbourhood Plan? If so, how are the responsibilities for examination, referendum etc., divided between the two LPAs? Any ideas anyone?

We've been thinking about this in the context of National Parks. I don't think there is any reason why not in principle. Both authorities would have to approve the preparation of the plan and joint working between the parish councils. The plan would have to be signed off by the LPAs and the examiner as conforming to Local Plans on both sides. The two LPAs would have to establish joint working arrangements including support, timetabling and the funding of examinations and referenda. In reality, the likelihood is that one authority would take the lead. Because adoption is mandatory subject to referendum approval, the scenario of adoption by one LPA and not the other should not arise. However if there is a conformity issue with one LPA only, the whole plan falls.

Yes - Limpley Stoke and Freshford Parishes in Bath and North East Somerset and Wiltshire are currently working on this. Might be worth contacting them.
