Neighbourhood Forum Constitutions and other Legal matters

I am currently involved in advising a small number of potential Neighbourhood Planning groups who are getting to grips with drawing up theri consitutions. This is throwing up some questions outside my area of planning Knowledge: 1). A Business Neighbourhood is concerned that being a member of a Forum (indeed the lead / founding member) might mean that this will require registration on the title to the land and that this could fetter their interests. Is this a real risk and if so how can it be addressed? 2). Is it acceptable, legal or even a good idea to have a subscription fee for Forum membership even if is only a nominal sum? 3). Is having out of area category of members a good idea even if they have no voting rights? Thats it for now?
