Amending an application for a Neighbourhood Plan area

Where an application for Neighbourhood Plan Area status is unacceptable, perhaps due to outdated parish boundaries, but correctable by excluding an area from the NPA, what is the most expeditious means of achieving this. Is it;

i)  For the Local Planning Authority to unilaterally amend the boundary to remove the problematic areas and approve the NPA on the basis of an amended area - effectively a partial approval and partial refusal:

ii) For the LPA to advise the NPA that their submission as it stands is likely to be refused, advise them to submit an amended NPA boundary and reconsult on the amended boundary prior to approval.
