Planning for Growth PINS Advice to Inspectors

Dear all, PINS guidance issued to Inspectors on the 31st of March 2011 in response to the "Planning for Growth" ministerial Statement states that: "Inspectors should, in relevant casework, have careful and full regard to the principles in Greg Clark's statement that significant weight should be attached to the need to secure economic growth and employment." Has anyone sort to address the "Planning for Growth" ministerial Statement though CS submission docs / Topic or Background Papers?? Any ideas?

We have not specifically done so but this is a welcome reminder of the possibility. This seems to conflict with the government's proposal to make change of use from employment to residential permitted development, particularly in areas such as ours where we want to encourage economic growth and employment but are under pressure from residential developers.

Ive used it extensively in some planning applications, especially where -The plan is out of date -The local planning authority cannot demonstrate a 5 year supply of deliverable sites - there are a few appeal precedents now that large sites stalled by the recession if not deliverable within 5 years don't count. -So therefore there is a presumption in favour of development from planning for growth. Ive even quoted the PINS guidance in relation to the costs circular, i.e. if you force an unnecessary appeal we will claim costs. The logic is exactly the same as the endless planning statements I can remember getting under Circular 22/80. Who says we live in a plan-led system.

This issue was initally raised by our Programme Officer, we checked with PINS and were advised to write a statement from the Council setting out how the LDF supports the Planning for Growth Statement as part of the supporting information provided on submission of our Development Management Policies Document and Site Specific Allocations Document. We submitted on 27th May 2011.
