Sustainable Design in Core Strategy

We are formulating policies for our Preferred Options Core Strategy document. As part of this there is the desire to include a policy on Sustainable Design. Whilst it is accepted that by the time our Core Strategy gets adopted we would probably be close to the target for all new development to be zero carbon, the wider benefits accrued by the additional requirements of the Code for Sustainable Homes, and/or BREEAM ratings would be beneficial. My query is twofold: Firstly - what form of evidence base have people used to justify policies, Secondly - guidance seems to be fairly clear that a blanket policy across the borough wouldnt be supported. Has anyone any experience is successfully justifying a blanket approach?
