Updating gypsy & traveller accommodation assessments for Core Strategies

I'm seeking some help over GTAAs and their use, currently, in LDFs. In Notts we are having to consider how to update the evidence base on G&Ts, in readiness for current LDF preparation and future implementation or review in the light of applications. It boils down to one or two questions. In preparing an update to your GTAA in order to make it fit for purpose beyond its current period how is it being done, is it just an update of figures / calculations or do you consider a more complete review is needed? If you are not reviewing your GTAA how is any G&T provision being established (into the future, within a LDF), and has anything been challenged? Is there value in going ahead with any update prior to final publication of the NPPF, with or without reference to G&T policies?

In Surrey all the Districts & Boroughs are collaborating on producing a new methodology for carrying out assessments of need. Our starting point is that in the South East, the Panel who undertook the Examination into the Partial Review of the RSS (unfinished Panel report released under a FOI request) criticised all but one GTAA. The only one that they felt was adequate was the one undertaken in house by Chichester in West Sussex. Given this background we felt we could not just undertake a review of figures/calculations. I don't think starting work on a new assessment now is a problem, if you are to undertake a robust assessment then you will need to prepare a methodology and consult Gypsy &Traveller groups before using it. This will take time. In Surrey we are dispensing with the questions on site conditions - this information is available elsewhere - we are focussing on the main issue - what number of pitches will be required.This will keep the number of questions manageable.
