NPPF and Metropolitan Open Land and other open land designations

The NPPF specifically mentions Green Belt, but is silent on Metropolitan Open Land, a designation used by the 33 London Boroughs. RPG 3 stated that MOL should be treated as Green Belt, but this has now gone - is there a policy gap or have I missed something? Mention is made of "Local Green Space"(para 76) - the criteria look the same as MOL, but to convert one to the other would this need to go through a Plan review process? Finally, at Richmond there is a further open land designation "other open land of townscape importance" for open land of less strategic significance than MOL, some of these areas are really small and would not fit the criteria of Local Green Space, where do these fit in?
