Green Belt sites in 5YLS

Given footnote 11 to Para 47 (available now, suitable location, reasonable prospect etc.), is it possible to include an unsustainable Green Belt site (PDL or green field), within a 5YLS? Or would it have to be sustainable?

Seem ambitious to me...unless there are realistic prospects of planning permission being granted either by the LPA for some very special reasons or PINS at appeal. Without planning permission a judgement surely would have to be made as to the prospects of gaining consent...it would seem perverse and risky to assume for example a site contrary to the local plan and NPPF is realistically likely to come forward. Feel there is more to this enquiry than meets the eye.
