Interim policy to boost housing supply?

Hi Everyone,

I am currently in the process of responding to comments received on the Regulation 19 draft of our Core Strategy and one of the concerns raised is that there is a lack of certainty between the CS adoption and the adoption of our allocations plan, where little to no sites other than the strategic allocation we have put forward in the CS could be developed.

I'm considering ways to increase certainty in the short term and have so far thought of amending the monitoring framework in the back of the CS to increase flexibility and/or producing an interim policy to allow appropriate development adjacent to development limits (policy would potentially include a commencement clause).  Other suggestions from the team include using the 5 year land supply to signal an intention towards SHLAA sites which are deliverable but outside development limits at present.

Has anybody had any similar experiences or any further suggestions as to what tools could be used to facilitate appropriate development until the allocations document is finalised.
