I am specifically interested in applications which have been refused contrary to officer recommendation and are subsequently challenged at appeal by way of informal hearing. Do any authorities have a policy or protocol regarding this scenario? Secondly, who represents the LPA in these cases-officers, Members, or consultants? If Members do represent the LPA to justify the decision taken by committee and their reasons for refusal, do officers go along and in what capacity, as obviously would have been contrary to their professional opinion?
