Reserved matter fees - Public forum - Planning Advisory Service (PAS)

Am I right in thinking that a reserved matters application for the approval of landscaping details is not now unlikely to require a fee if no engineering/operational development is involved? In dealing with such matters on large sites granted outline consent for residential development, the costs of determining such applictaions for the LPA may well be considerable. Any views would be appreciated.
