PPS4 states that applications for retail developments over 2,500 square metres in size, which are outside of town centres and are not in line with an up-to-date development plan, will face the new impact test. Is the 2,500 square metres net or gross??
PPS4 policy EC14 at EC14.4 says impact assessments will be required over threshold of 2,500 square metres GROSS. However EC14.5 allows you to ask for an impact assessment below this threshold if a proposal would have 'significant impacts ' on other centres etc. Hope that helps
