Where do you measure the height of teh fence/wall from- inside the land enclosed or outside on the highway side? This is important where there is a difference in ground levels between these points. Iniside or outside, what happens if the relevant ground is uneven - is it the highest part or what ? Article 1 (3) of the GPDO is not applicable as this relates to a building, plant or machinery and this excludes walls/fences. The encyclopedia is silent on the matter.
