I have been asked to carry out some research to find out whether it is possible to grant a generic planning permission to a local authority so as to allow designated streets to have open ended planning permissions for markets or individual street traders. For the purposes of this enquiry we will say that the stalls will be of a temporary nature and that the markets would be used for more than 14 days per year. Any help would be much appreciated!
Not something I have experience of but in theory it might be able to work - assuming that what you've described amounts to a material change of use anyway. Otherwise, what about a local development order granting permission instead?
