Horses on council land - Public forum - Planning Advisory Service (PAS)

Any information on how other councils are dealing with this would be appreciated. I know that some councils take a hard line enforcement approach and others a more tolerant approach. The main problems we have are damage to sports pitches and horses being tethered in inappropriate places (e.g. play areas). Thanks.
